Speaker 2 Live from NPR News in Washington, I'm Windsor Johnston. Venezuela is rejecting a U.S.

Speaker 2 plan to designate the country's president and several military officers as members of a foreign terrorist organization. The designation, made official today, comes amid a U.S.

Speaker 2 military buildup in the Caribbean Sea near Venezuela. Reporter John Otis has more.

Speaker 3 Secretary of State Marco Rubio designated the so-called Cartel de los Soles as a foreign terrorist organization for its alleged role in drug trafficking.

Speaker 3 The Trump administration says that the cartel is made up of high-ranking Venezuelan military officers and led by President Nicolas Maduro.

Speaker 3 The Venezuelan government is rejecting the designation today, calling it a, quote, ridiculous fabrication and insisting that there's no such thing as the Cartel de los Soles.

Speaker 3 The terrorist designation comes as the U.S. has positioned warships and thousands of troops near the coast of Venezuela, raising expectations of a possible military strike inside the country.

Speaker 2 Ukrainian President Volodymyr Zelensky says the U.S. and Ukraine will continue work to modify a peace proposal that critics claim was far too favorable to Russia.

Speaker 2 Speaking to a crowd in Sweden, Zelensky said he'll continue to work for a solution that strengthens, not weakens, Ukraine.

Speaker 2 American, Ukrainian, Russian, and European negotiators have resumed peace talks today in Geneva.

Speaker 2 Tens of millions of Americans are expected to travel this Thanksgiving, mostly on the roads and highways, but many will be flying.

Speaker 2 NPR's Matt Bloom reports weather could be an issue for some travelers.

Speaker 4 Severe storms are in the forecast in much of the Mississippi Valley through the start of the week. Airports in Dallas, Little Rock, and Kansas City could see delays due to heavy rainfall and winds.

Speaker 4 Come Tuesday, more rain is expected to spread from the Midwest to the East Coast and Southeast. Atlanta, Chicago, and New York airports could see impacts from those.

Speaker 4 Some wind-driven snow is possible in parts of the northern plains. By Wednesday, parts of the Great Lakes region are expected to see bands of lake-effect snow, which could make road travel difficult.

Speaker 2 and Israel had been overseeing the delivery of aid inside Gaza until six weeks ago when a ceasefire between Israel and Hamas took effect.

Speaker 2 Before the agreement, the foundation was under fire for the slow pace of aid getting to civilians.

Speaker 2 A group of Supreme Court justices in Brazil will vote on whether to uphold a decision to keep former President Jair Bolsonaro under arrest.

Speaker 2 Over the weekend, a judge said he could be a potential flight risk after he was found to be violating the terms of his house arrest. Julia Carnero reports.

Speaker 5 Former President Jair Bolsonaro told the judge he started tampering with his ankle monitor because he was having a nervous breakdown and hallucinating that there was a wiretap in the device, which he attributed to a change in medication.

Speaker 5 Bolsonaro was arrested hours after an alarm was sent. After being taken into custody, Bolsonaro told a police agent he had used, quote, a soldier out of, quote, curiosity.

Speaker 5 He is since detained in a room with a private bathroom in the federal police headquarters in Brasilia.

Speaker 5 His defense lawyers alleged he was suffering mental confusion and asked for the Supreme Court to reconsider his house arrest. For NPR News, I'm Julia Cajanero in Rio.
